UCI names 3-member panel to probe Armstrong links

(AP) ? British judge Phillip Otton will chair the three-member panel investigating the International Cycling Union's links to the Lance Armstrong doping case.

The UCI, cycling's governing body, announced the independent commission on Friday, saying British Paralympic great Tanni Grey-Thompson and Australian lawyer Malcolm Holmes also will serve on the panel that will meet in London from April 9-26 and issue a report by June 1.

"The appointment of these three eminent figures demonstrates clearly that the UCI wants to get to the bottom of the Lance Armstrong affair and put cycling back on the right track," UCI President Pat McQuaid said in a statement.

Otton's sports legal cases include a Premier League relegation dispute involving Carlos Tevez, and Chelsea's tactics in trying to lure Ashley Cole from Arsenal.

Grey-Thompson is a 10-time Paralympic gold medalist in wheelchair racing who is now a lawmaker in the upper chamber of Britain's Parliament.

The UCI asked Court of Arbitration for Sport board president John Coates to help create a panel to investigate suspicions raised by the U.S. Anti-Doping Agency's damning report into widespread doping by Armstrong's teams during his seven Tour de France victories from 1999-2005.

Armstrong was stripped of seven Tour de France titles and banned for life.

McQuaid said the UCI had no part in choosing the three officials, who have drawn up the parameters for their investigation, which could be a key to rebuilding ? or wrecking ? the governing body's damaged credibility.

The commission will closely scrutinize McQuaid, who was elected as UCI president weeks after Armstrong first retired in 2005, and his predecessor, Hein Verbruggen, in their working relations with Armstrong.

The governing body denies claims made by former Armstrong teammates to USADA that it covered up suspicious samples from Armstrong in exchange for cash, or that the American rider enjoyed special protection.

"The commission's report and recommendations are critical to restoring confidence in the sport of cycling and in the UCI as its governing body," McQuaid said. "We will cooperate fully with the commission and provide them with whatever they need to conduct their inquiry and we urge all other interested stakeholders to do the same."

The UCI pledged to fund the commission's work and will be legally represented at the London hearings. It did not say whether the sessions will be held in public or behind closed doors.

"The costs of the independent commission will be a significant burden on the UCI," McQuaid said. "However, it is clear that only such a decisive and transparent examination of the past will answer our critics by thoroughly examining our assertion that the UCI's anti-doping procedures are and have been among the most innovative and stringent in sport."

The panel will examine whether the UCI's doping rules "were inadequate or were not enforced with sufficient rigor"; if the UCI had "any reliable evidence or information" that Armstrong was doping; and if it "adequately cooperated with, assisted in and reacted to the USADA" investigation.

A potential conflict of interest between the UCI's role promoting the sport and its duty to police anti-doping will also be examined.

Hamas kills suspected collaborators with Israel

GAZA CITY, Gaza Strip (AP) ? Witnesses say masked gunmen have publicly killed six suspected collaborators with Israel at a busy Gaza City intersection.

The Hamas military wing claimed responsibility.

Witnesses said the six men were pulled out of a van Tuesday, forced to lie face down on the street and then shot dead.

Five bodies lay in a pile as a mob stomped and spit on them. A sixth body was tied to a motorcycle and dragged through the streets as people screamed, "Spy! Spy!"

Hamas posted a sign on an electricity pole, naming the six alleged informers.

The public killings came during an Israeli military offensive that has killed more than 120 people, both militants and civilians.

Israel relies on a network of local informants to identify its targets.

(AP) ? Goodbye Britain?

For the European Union, a once-unthinkable question is looking more like a real possibility with each new grinding week of economic crisis. The reason is that bad times are forcing the 17 EU nations that use the euro currency to move ever closer toward some kind of United States of Europe ? one that could make decisions about how much member countries spend and how much tax they collect.

If ever Britain had a nightmare, that's it.

The British public shows no interest in moving closer to the rest of Europe, and most can't even seem to stomach the status quo. The real question these days appears to be whether to drift away or break away abruptly.

After a 2015 election, Britain ? among 10 of the 27 EU nations that don't use the euro ? is likely to hold a referendum on whether to leave the EU. Even if it doesn't hold a vote, the country is already unpicking its ties with Europe, a movement that has unsettled Germany, which is eager to retain the U.K. as an important economic driver of the bloc.

"I will ask the inhabitants of the wonderful island to reflect that they will not be happy if they are alone in this world," German Chancellor Angela Merkel said in a speech before visiting British Prime Minister David Cameron last week in London.

Her outreach, however, has little impact here. British Foreign Secretary William Hague, who once toured the U.K. on a "Save The Pound" campaign that opposed the euro, believes the British public has never been more skeptical of European unity.

"Public disillusionment with the EU in Britain is the deepest it has ever been," he said last month. "People feel that in too many ways the EU is something that is done to them, not something over which they have a say."

Such distrust is tangled with worries over the fallout from the European debt crisis and anger at the European Court of Human Rights ? castigated by British politicians for ordering Britain to give prisoners a vote in national elections, and preventing the U.K. from deporting terrorism suspects to countries with patchy human rights records.

Even more alarming for many in Britain, Merkel called last week for turning the European Commission, which currently drafts legislation and regulates competition, into "something like a European government." The phrase alone rattles the teeth of many British politicians, who have warned for decades of the specter of a European superstate.

"Withdrawing from the EU can no longer be dismissed as unthinkable. It is no longer a marginal view confined to mavericks, but a legitimate point that is starting to go mainstream," Douglas Carswell, a legislator with Cameron's Conservative Party, told Parliament as it debated the idea of leaving the EU.

Last month, Cameron faced a huge rebellion within his own party as 81 of the 303 Conservative lawmakers defied his orders and voted to hold an urgent referendum on EU membership in 2015.

Under pressure from his own party and watching nervously as his traditional supporters are wooed by UKIP, a minority political party that advocates EU withdrawal, Cameron is expected to eventually offer Britain its first referendum about staying in the EU since 1973. The opposition Labour Party says it too would back holding a vote ? but only when the eurozone crisis has come to an end.

Even without a decisive split, there are signs already of the diverging paths of Britain and the EU:

? Because Britain does not use the euro, it has no voice in the decisions that affect the 17-member eurozone. It is worth remembering that all but three EU countries ? the UK, Denmark and Sweden ? are committed to using the euro eventually. So the eurozone meetings could one day be meetings of almost the entire European Union, with only three member states excluded.

? In March, 25 EU members signed a Fiscal Compact to provide for stronger oversight of national budgets. The two that didn't sign? The Czech Republic and Britain.

? In October, 11 EU countries decided to go ahead with a tax on financial transactions. EU officials predict the number of participants will swell to more than 20. Britain will not be among them.

? Next year, EU officials will be working to set up a single banking supervisor for banks in countries that use the euro. Britain has said it is concerned about the prospect of decisions being made over which it has no say.

? Britain is planning to opt out of 130 European agreements on crime and justice ? hoping to instead pick and choose how and when it cooperates with its neighbors on law enforcement. The decision would risk undermining the European Arrest Warrant system, which allows police to reach across European borders to easily arrests fugitive suspects.

The trend has political leaders in other countries worried.

"If the eurozone is much more integrated and those outside are far away, the distance can become too wide and too large," Andreas Mavroyiannis, Cyprus' deputy minister for European Affairs, told The Associated Press. And that, he said, would be dangerous for the EU as a whole.

Officials in Brussels are deeply concerned, as well.

"Probably rightly, I've been called an Anglophile," Jose Manuel Barroso, president of the European Commission, said in a magazine interview this summer. "I believe that Europe without Britain at the heart will be less reform-driven, less open, less an international Europe. That is why sometimes when I look at the debate in the U.K., I ask myself: 'How is it that this country is so open to the world, and apparently so closed to Europe?' It seems a contradiction."

The prospect of a British exit from the EU alarms some British business leaders, who see the bloc's free markets as vital to their nation's prosperity.

"Whatever the popular appeal may be of withdrawal, businessmen and politicians must keep a bridge firmly in place," said Roger Carr, the president of the Confederation of British Industry, the nation's biggest business lobby.

"As countries of Europe bind together in pursuit of salvation, we in the U.K. must work harder to avoid the risks of isolation."

Former British Prime Minister Tony Blair, who left office in 2007 before the debt crisis struck, is another lonely advocate for British leadership in Europe.

"The 21st century case for Europe is based not on war or peace but on power or irrelevance," Blair said last month. "Europe carries weight, multiplies opportunity and makes sense for its individual nations."

He has urged Britain's government not to walk away, but to help build a new structure to help Europe balance the competing demands of the 17 eurozone nations and the remainder of the European Union.

"It is a very tricky task. But it is an essential one if the U.K. is not to be sidelined," Blair said.

Peter Mandelson, a former member of Blair's Cabinet and ex-European Union trade commissioner, warns that going it alone would mean waning influence for Britain on the global stage.

Britain, he said, soon could be a "Hong Kong to Europe's China, or a Canada to Europe's United States."

To celebrate the 40th birthday of Pong???one of the earliest arcade video games?? its maker, Atari, has turned a 22-story building in Kansas City?into what may be the "world's largest game of Pong."

While the authorities of?Guinness World Records haven't made that title official, the whole setup is pretty impressive.

As?a press release by the Downtown Council of Kansas City explains, the gigantic game is to be featured during the city's annual "City Lights" event and a traditional tree-lighting ceremony. ?The south side of the Kansas City Marriott Downtown will serve as the "screen" for the enormous Pong game. ?Once again: That means a this game is 22 stories tall. Syria rebels win support from Britain, battle in Damascus

AMMAN (Reuters) - Syrian government troops backed by tanks battled to oust rebel forces from an opposition stronghold in a Damascus suburb on Tuesday in the heaviest fighting in the capital for months.

In the country's north, rebel fighters stormed an air defense base that President Bashar al-Assad's military had used to bombard areas near the Turkish border.

On the international front, the Turkish foreign minister said NATO states had agreed to supply Turkey with a Patriot missile system to defend against Syrian cross-border shelling.

Although any such deployment would be for defensive purposes only, it nonetheless marked a hardening stance in the foreign effort to remove Assad.

The rebels also received a diplomatic lift with Britain officially recognizing the opposition Syrian National Coalition, set up this month to boost their chances of securing foreign aid and arms, as the Syrian people's legitimate representative.

It was the ninth country to do so following France, Turkey and the Gulf Arab states.

After months of slow progress marked by poor organization and supply problems, the rebels have captured several army positions in outlying regions in the last week, including a Special Forces base near Aleppo, Syria's commercial hub.

They are also trying to take the 20-month-old revolt to the heart of Damascus, Assad's seat of power, and have dubbed this week "March to Damascus Week".

On Tuesday, elite Republican Guard troops attacked the rebel stronghold of Daraya on the city's southwestern edge but met resistance from rebel fighters of the Free Syrian Army, opposition sources said.

Seven civilians and three rebels were killed in fighting and bombardments on Daraya, the sources said.

Video footage showed the body of a baby at a hospital. A young couple died from shrapnel when artillery hit the basement of a building in which they were sheltering, activists said.

"The Republican Guards are hitting the town with tanks, artillery and rockets. Most civilians had fled and those who have stayed are trapped with nowhere to escape," Abu Kinan, an activist in the Daraya, said by phone.

A Western diplomat following the fighting said Assad had to show he could repel the rebel challenge to Damascus.

"He has to show that letting the bases fall in and round Damascus is only temporary while he begins to consolidate resources and personnel and deals with the struggles in the east," the diplomat said.

Also on Tuesday, two mortar rounds hit the Information Ministry building in Damascus, causing damage but no casualties, state television said. It blamed "terrorists" for the attack, the usual government term for anti-Assad forces.

In total, 100 people were killed in violence on Tuesday, 64 of them civilians, the pro-opposition Syrian Observatory for Human Rights said.

In the north, opposition sources said rebel fighters had captured sections an air defense base at Sheikh Suleiman, 18 km (11 miles) from the Turkish border and 30 km (20 miles) northwest of Aleppo.

The fighters seized three artillery pieces and large stocks of explosives but would withdraw to avoid retaliatory air strikes, opposition source said.

"Assad's forces use the base to shell many villages and towns in the countryside. It is now neutralized," one said.

MISSILES ON THE BORDER

In Ankara, Turkish Foreign Minister Ahmet Davutoglu said NATO states had agreed to supply Turkey with an advanced Patriot missile system to defend against Syrian attacks.

Talks on its deployment are in the final stage, he said. Only the United States, the Netherlands have the appropriate system available.

In recent months artillery and mortar fire from Syria has landed inside Turkey, increasing concern that the anti-Assad uprising could turn into a regional conflagration.

Turkey has often scrambled fighter jets along the border in a warning to Damascus as Syrian war planes and helicopters bomb rebel positions just a few kilometers (miles) from Turkish soil.

Dogan news agency reported that two anti-aircraft missiles fired from Syria had struck a vegetable market and a road in the border district of Turkey's Hatay province on Tuesday.

Turkey, Gulf Arab states and Western powers have all called for Assad - whose Alawite family has ruled Sunni Muslim-majority Syria in autocratic fashion for four decades - to relinquish power. Assad counts on the support of long-time ally Russia and Shi'ite Iran.

NATO Secretary General Anders Fogh Rasmussen said on Monday that any missile deployment would be a defensive measure and not to enforce a no-fly zone over Syria.

Although the rebels have taken large swathes of land, they are almost defenseless against the government's air force. They have called for an internationally enforced no-fly zone, a measure that helped Libyan rebels overthrow dictator Muammar Gaddafi last year.

Despite strong censure of Assad, Western powers have shied away from direct military involvement.

But the political campaign against Assad took a step forward on Tuesday when British Foreign Secretary William Hague announced that Britain recognized the new opposition coalition as the Syrian people's sole legitimate representative.

The British move goes further than the European Union, which recognized the coalition but not exclusively. Washington has also stopped short of full recognition.

Britain says no option is off the table but Hague told parliament no decision had been taken to supply military aid.

"It's a morale boost. It gives some credibility to the opposition, and it could lay the platform practically for more effective ways of channeling support, plus some quasi-military support," said David Butter, Middle East expert at London-based thinktank Chatham House.

An estimated 38,000 people have been killed in Syria since an Arab Spring-inspired uprising against Assad began in March last year. The initially peaceful protests turned into an armed rebellion after a government crackdown.

3 Myths of the 2012 Election

The aftermath of the 2012 presidential election has generated a moment of myth creation about what happened on Nov. 6 - why President Obama won, why Mitt Romney lost, and what roles real human beings played in the result. These myths are not only being repeated and set in stone by the media and pundits, but also by the campaigns themselves. Democrats and the Obama campaign as well as Republicans and the Romney campaign are repeating the same myths to explain the outcome.

I have often talked about how myths arise in politics in the aftermath of the election, and how these myths move from fiction to nonfiction. And it is because folks buy into the myths that mistakes are made in future campaigns, and wrong lessons are learned along the way. The winning campaign operatives and consultants usually disseminate the myths to justify their work, but in this election both the winners and losers are creating the same mythic narrative.

Though it is early in the analysis of the election results, and we have some returns in some states still to be counted, we can begin to get a clear picture of what happened on Election Day and then understand better what myths are out there.

Myth No. 1. This election was ultimately about a choice, and not primarily a referendum on President Obama. In the late spring and early summer, it was building into a choice election, but as the fall approached, it became a referendum on the president. That was to his benefit. As I attempted to repeat all along, the most important number to pay attention to was the president's job-approval rating. Every president with job approval at 45 percent or below going into Election Day lost, and every president with a job approval at 50 percent or higher has won.

Six months ago, President Obama's job approval was at a precarious 47 percent, and his campaign knew that to win they had to make this a choice election. But as spring moved into summer and summer to fall, the dynamics of the country changed and so did the president's approval rating. The net right direction/wrong track number for the country improved in ABC News polling from minus-31 points to minus-14 points over this time - a net 17-point positive rise as Americans began to feel more optimistic about the economy and their lives. And this caused the president's job-approval rating to rise from 47 percent to 51 percent by Election Day. Presidents running for reelection consistently get a popular-vote percentage that is within a point of their approval rating - and that is exactly what Obama got.

Myth No. 2. The target-state onslaught of advertising changed the dynamics of Mitt Romney's image and President Obama's image. I have written before about the insignificant role all of this advertising plays in the actual results on Election Day in presidential contests, and this year that dynamic was revealed again. There was no difference in the perceptions of the Obama and Romney images in the target states versus the 40-plus other jurisdictions which saw little to no advertising. Further, the election results saw no significant difference between Obama's winning margins in the target states versus his winning margin in all the nontarget states. In addition, the fall-off from the president's election result in 2008 was the same in the country as a whole versus the target states. President Obama did not overperform in target states. The results in target states and nontarget states, despite the hundreds of millions of dollars of ads, were the exact same in terms of both image and vote margins.

Myth No. 3. The advanced, technologically driven ground game the Obama campaign organized made the difference in the election by changing the shape of the American electorate and surprising everyone on Election Day by turning out unexpected voters. The results nationally and in the target states nearly perfectly matched projections made by reliable polls. ABC and Pew had Obama winning nationally by 3 points, and that was the result. The results in nearly every target state matched within a point the reliable polls before Election Day. Again, when compared with the country as a whole, President Obama did not overperform in states where his team conducted significant turnout operations.

The nature of the American electorate has been moving in the direction of the 2012 outcome for many years, and this is a troubling sign for Republicans. This is not a problem of turnout operations or bad campaigns or bad candidates. The Republican Party increasingly doesn't reflect the American demographic. For example, the Latino share of the vote has risen from 2 percent in 1984 to 10 percent in 2012 - a very steady increase of about 1 percent every presidential election, which is consistent with population growth.

Further, the number of voters who choose 'none' for religious status has also risen consistently and steadily. In 1984, the share was 4 percent and today it is 12 percent - a rise of about a point every four years. Also, the number of voters between the ages of 18 and 29 on Election Day has stayed within a very consistent range in the last 30 years, from a high of 24 percent in 1984 to a low of 17 percent in three elections to a midrange of 19 percent this year.

The interesting thing about this election was that conservatives and white evangelicals were either exactly the same share as 2004, when President Bush won reelection, or slightly up this year, and Romney's share of those groups equaled President Bush's. The problem, though, for Republicans is that the share liberals represent of the country has grown from 17 percent in 1984 to 24 percent this year - a very steady and consistent increase in each election.

All of this raises the question of whether campaigns and tactics matter. They do, but only in a very limited way, and they are insignificant compared with the overall political environment and the grand movements of the world and our country. The most successful people in life and in politics learn to recognize the big waves happening in the world and then surf them as best they can. President Obama, despite many flaws and vulnerabilities, had the traits and attributes that made him more able to surf the movements than Romney or the Republican Party.

And if the GOP thinks this election was about bad polling, or Mitt Romney, or outdated tactics, then it will find it very difficult to win national elections again. The party needs to find leaders and candidates of a new generation and have a brand that is more in tune with the ocean of politics in the 21 st century. And in my view, going to their roots as the Teddy Roosevelt party might be a good start. He was a Republican populist fighting against both oppressive government and corporations and big business - a Republican who believed in the vigor of the individual, the power of a community, and the value of shared sacrifice at all levels.

Analyst: Apple Roaring Back With New iPhone, iPads

Apple's dropping stock price may have plunged the tech giant's market capitalization below $500 billion for the first time in months, but one financial analyst believes new iPhones and iPads will have sales roaring back in time for the holidays and into 2013.

The release of the iPhone 5 and two new iPads will help Apple beat revenue projections in the last three months of 2012, according to Morgan Stanley's Katy Huberty, who sent a note to investors Friday that was picked up by CNET.

What's more, Apple could be looking at lower prices from suppliers of components for its iDevices, according to Huberty. This despite a recent rumor that Samsung had raised the price of the ARM-based A-Series chips it makes for Apple by 20 percent, which a Samsung executive reportedly denied a few days later.

The Morgan Stanley analyst said key Apple suppliers were talking up higher-than-anticipated revenue to their own investors, indicating that Apple's sales could come in better than expected as well, and those suppliers are also "seeing above-average orders from Apple for next year's first quarter," CNET noted.

Huberty told investors that she expects a big movement among current iPhone owners to upgrade to the iPhone 5 this quarter and in the first quarter of 2013, while the recent introduction of the fourth-generation iPad and new 7-inch iPad mini will also drive more sales than expected.

CNET's take on the Wall Street consensus forecast has Apple shipping 46 million iPhones and 23 million iPads in the holiday quarter, plus another 43 million iPhones and 19 million iPads in the first three months of 2013.

But Huberty is betting Apple's expansion efforts in China and other emerging markets will pay dividends faster than anticipated. The analyst said Chinese distributors are tipping big demand for the iPhone 5 and iPad mini, adding that Apple appears to be close to adding China Mobile to its stable of Chinese carrier partners, which currently includes China Unicom and China Telecom.

With Growth Surging, Torbit Moves Towards Free To Help Web Businesses Turn Speed Into Revenue

However, until recently, it's been tough to quantify the extent to which speed and performance actually affect day-to-day operations. When a car is totaled you get the chance to buy your car back from your insurance company for dirt cheap. If you don't buy it it gets sent to a closed auction where you need a salvage licence to buy the cars up for auction.

Same way most government auctions work except it's a closed auction not a public auction.

Deacs Head South to Face Notre Dame

  • Wake Forest will travel to Gainesville, Fla. to take on Notre Dame in the second round of the 2012 NCAA Championship on Friday at 4:30 p.m. The Demon Deacons are a No. 3 seed in the tournament, and the Fighting Irish are unseeded.
  • The Deacons defeated Georgia Southern 4-0 in the opening round of the tournament. The Irish downed Wisconsin-Milwaukee in their first round match.
  • The winner of Friday's second-round match will take on the winner of the Florida-UCF match on Sunday at 1 p.m., also in Gainesville.

  • Wake Forest is making its 17th-straight NCAA Championship appearance, which ranks as the sixth-longest active streak in the country. The Demon Deacons reached the second round for the seventh-straight year.
  • The Demon Deacons are one of the tournament's 16 national seeds for the seventh year in a row. They join Florida, Florida State and North Carolina as the only teams to be seeded in every edition of the tournament since 2006.
  • Last season, Wake Forest advanced to its first College Cup with wins over Oakland, Boston University, Penn State and UCF before falling to Duke in the semifinals.
