Syria blames rebels for Houla massacre - KWQC-TV6 News and ...

BEIRUT (AP) - Syria on Thursday blamed up to 800 rebel fighters for the massacre in central Syria last week that killed more than 100 people, nearly half of them children, in its most comprehensive explanation to date of the bloodshed.

The narrative starkly contradicted accounts of witnesses who blamed "shabiha" or the shadowy gunmen who operate on behalf of President Bashar Assad's regime. The U.N. also said it had strong suspicions those pro-regime gunmen were responsible for much of the carnage on Friday in a cluster of villages known as Houla.

Susan Rice, the U.S. ambassador to the U.N., dismissed the Syrian investigation's conclusion as "another blatant lie," telling reporters in New York "there is no factual evidence ... that would substantiate that rendition of events."

Facing international outrage over the killings, Damascus launched its own investigation into the deaths and announced that special prayers for the victims would be held at mosques across the country on Friday. The U.N. chief warned of civil war and pleaded with the regime to stop its attacks.

At a news conference Thursday, Qassem Jamal Suleiman, who headed the government's investigation into the massacre, categorically denied any regime role. He said hundreds of rebel gunmen carried out the slaughter after launching a coordinated attack on five security checkpoints.

The aim, he said, was to frame the government and to ignite sectarian strife in Syria.

"Government forces did not enter the area where the massacre occurred, not before the massacre and not after it," he said, adding that the victims were families who refused to oppose the government or carry arms.

A Houla-based opposition activist said it was clear that there had been no government investigation.

"The regime is looking for ways to justify the massacre to the world," said Saria al-Houlany. "It's clear that there wasn't any professional probe. ... If we had 800 fighters in Houla, this massacre would not have happened," he said.

Foreign Ministry spokesman Jihad Makdissi said the aim was to create sedition in Syria.

"There are people in dark rooms working night and day to target Syria ... and the way to do it is to ignite civil strife," he told reporters at the same news conference. "They will not succeed."

U.N. Secretary-General Ban Ki-moon on Sunday called for "a transparent, independent and impartial international investigation" so those responsible for the massacre can be held accountable.

Rice, the U.S. ambassador, said the Geneva-based U.N. Human Rights Council is discussing a resolution that would establish an independent investigation to ensure that facts are established so the perpetrators can be prosecuted.

The Houla massacre was one of the deadliest incidents since the uprising against Assad's hardline regime started in March last year. Activists say about 13,000 have been killed in 15 months.

The area is still under attack. The government focused its shelling Thursday on the Houla village of al-Tibeh. The activist group Syrian Observatory for Human Rights reported that some residents fled to nearby towns and villages "fearing a new massacre" as the area again came under fire.

Persistent bloodshed despite a cease-fire agreement has raised pressure on the international community to act.

But Secretary of State Hillary Rodham Clinton laid out the clearest case yet for why the Obama administration is reluctant to intervene militarily in Syria even as the U.S. expressed revulsion over the Houla killings.

Clinton said Russia and China would have to agree before the U.S. and other nations engage in what could become a protracted conflict in support of a disorganized rebel force.

"We're nowhere near putting together any type of coalition other than to alleviate the suffering," Clinton told reporters Thursday after meeting with top officials in Denmark, a key contributor to last year's NATO-led mission against Moammar Gadhafi in Libya.

Russia's continued support for Assad "is going to help contribute to a civil war," Clinton warned.

U.N. Secretary-General Ban Ki-moon called on Syria to stop the bloodshed and also warned of a protracted conflict.

Nearly 300 U.N. observers have been deployed around Syria to monitor a cease-fire that was supposed to go into effect on April 12 as part of a peace plan negotiated by international envoy Kofi Annan. But the plan has unraveled amid daily visit and the images from the Houla massacre caused outrage to spike.

"The massacre of civilians of the sort seen last weekend could plunge Syria into a catastrophic civil war - a civil war from which the country would never recover," Ban said in Istanbul. He added that the international community was united in demands that the Syrian government act on its responsibilities to its people.

"We are there to record violations and to speak out so that the perpetrators of crimes may be held to account," Ban told a summit of the Alliance of Civilizations, a forum promoting understanding between the Western and Islamic worlds.

"Let me state plainly, however: The U.N. did not deploy in Syria just to bear witness to the slaughter of innocents," he added. "We are not there to play the role of passive observer to unspeakable atrocities."

Annan, meanwhile, arrived in Lebanon, where 10 people were killed in clashes between pro- and anti-Syrian groups earlier this month, raising fears the conflict could spill over to neighboring countries.

In the wake of last week's massacre, the United States, Western and Asian nations expelled Syrian diplomats in protest.

Also Thursday, Syria's state-run TV said 500 people who had gotten involved in recent events in Syria were released from detention. It gave no further details.

In Damascus, the Syria International Islamic Bank, or SIIB, criticized the latest sanctions imposed Wednesday by the Obama administration as "irrational and unjustified."

The Treasury Department said Wednesday that SIIB has been acting as a front for other Syrian financial institutions seeking to circumvent sanctions. The new penalties will prohibit the bank from engaging in financial transactions in the U.S. and will freeze any assets under U.S. jurisdiction.

SIIB said it would undertake all necessary measures toward the U.S. decision, saying it has no assets or accounts in the United States. It added that the bank, like other Syrian banks, halted all banking operations with the dollar since U.S. sanctions were first imposed on Syria.

With Washington unwilling at this point to pursue military options in Syria, the U.S. has relied heavily on economic sanctions as a means for pressing Assad to leave power. The United States will host other nations in Washington next week to look at ways to tighten international sanctions further.

RIM sinks, but patents, network have value

WATERLOO, Ontario (AP) ? Research In Motion Ltd., the maker of the BlackBerry, is in steep decline. The company, once the crown jewel of the Canadian technology industry, is now worth 1 percent of Apple's market capitalization. One way for RIM to stop the downward tailspin: It could sell itself to a competitor or financial firm. But who would step up to buy RIM ?and why?

Late Tuesday, the company said it expects to post an operating loss for the current quarter, a sign that BlackBerry sales are falling even faster than analysts expected. On Wednesday, the company's stock hit its lowest level since 2003, the year RIM went from making two-way e-mail pagers to smartphones.

The stock has fallen 93 percent since their peak in 2008. Since then, the BlackBerry's dominance as the smartphone for on-the-go business people has been eviscerated by Apple Inc.'s iPhone, and more recently, by phones running Google Inc.'s Android software. Research firm IDC says BlackBerrys now account for 6.4 percent of the global smartphone market, a third of what they had two years ago.

In that time, the company's financial performance has suffered. RIM reported a 25 percent revenue decline in the latest fiscal quarter, to $4.2 billion from $5.6 billion. For the full fiscal year that ended on March 3, it earned $1.2 billion, or $2.22 per share, on revenue of $18.4 billion. That's down from net income of $3.4 billion, or $6.34 a share, on revenue of $19.9 billion in fiscal 2011.

RIM issued the dire warning about its business Tuesday, adding that it will lay off a "significant" number of employees.

Still, the company is defiant. Chief executive, Thorsten Heins, says he can turn things around with the help of fresh smartphone software. Heins joined RIM four years ago and was most recently its chief operating officer. He replaced co-CEOs Balsillie and Mike Lazaridis in January after the company lost tens of billions in market value.

"My charter from the board of directors is very clear: long-term value creation with RIM," Heins told The Associated Press in an interview at the company's headquarters in Waterloo, Ontario, earlier this month.

Analysts give RIM only a slight chance of coming out of the crisis. To hedge its bets, the company has hired bankers to look at its options. It's not actively looking to sell itself, Heins said, but it wants to be prepared.

"We are prudent because we know the situation is somewhat challenging," Heins said. "So we are just looking at everything that could be an option. That doesn't mean we are pulling on those options. But we need to understand ... what is our field of action that we could take in case we need to?"

As RIM's prospects worsened, last year marked a turning point in the way analysts assess RIMs value. Instead of treating it like a company with a future, they started looking at it as a collection of parts that could be split up and sold separately to the highest bidder.

Michael Walkley at Canaccord Genuity believes most of the company's value lies in the monthly fees it gets from phone companies in exchange for running the systems that deliver email and Web pages to BlackBerrys.

RIM has 78 million users connected to this system, but Walkley estimates that only 20 million are corporate and government users who are likely to stick around because of the communications security RIM provides. The rest are consumers who will jump to competing phones, he believes. That business is worth about $2.75 billion to a competitor, Walkley wrote in a research report Wednesday.

The other major component of RIM's value is its patent portfolio. The company had an early scare in U.S. patent courts in 2006, when it was forced to pay $612.5 million to a small company founded by an inventor who had patents on wireless e-mail delivery. Since then, it's filed for thousands of patents to use as a defense against future suits.

Patents on wireless technologies exploded in value last year, as Apple and Microsoft Corp. started suing makers of phones that run Google's Android software. Countersuits followed. A consortium that included Apple and RIM bought the patents of a defunct Canadian maker of telecommunications gear, Nortel, for $4.5 billion last year. That compares with the $1.13 billion Nortel's once-prominent wireless networks business fetched in 2009.

As a counter-move, Google bolstered its own patent portfolio by buying Motorola Mobility Holdings Inc., a U.S. phone maker with only slightly better prospects than RIM, for $12.5 billion.

Where does that leave RIM? Christopher Marlett, the CEO of MDB Capital, said RIM's patents are worth more than $1 billion, and could be worth as much as $4 billion if a bidding war develops between Apple, Google, Microsoft Corp. and perhaps Samsung Electronics Co.

"It's a question of how aggressive they get," Marlett said. His firm is an investment bank that focuses on intellectual property, including patents.

Walkley puts the value of RIM's portfolio at $2.5 billion, excluding the patents RIM bought from Nortel and shares with Apple, Microsoft and other buyers.

RIM has $2.1 billion in cash, but Walkley discounts this completely, since the phone business will likely start using up cash soon, and downsizing will require severance payments. That means the email network and the patents comprise RIM's entire value at $5.25 billion, by his estimate.

That's very close to RIM's current market capitalization, at $5.4 billion, though a buyer could be expected to pay a premium.

The cash cushion also means that RIM is in no imminent danger of going bankrupt. But as the shares decline, RIM is likely to face increasing pressure from shareholders to unlock the company's value through a sale, and to abandon the comeback plan.

A possible middle ground would be to sell the patent portfolio while keeping the rest of the company. Two months ago, AOL, once a pioneering Internet service provider, sold and licensed its patents ?which are more modest than RIM's for $1 billion? to Microsoft.

Microsoft is one company that's been suggested as a potential RIM buyer. The software juggernaut is trying to get back into smartphone software, but its Windows Phones haven't been popular so far. Buying RIM could give it a chance to establish itself as a provider of trusted wireless email services, though moving subscribers from BlackBerry to Windows could be challenging.

MIAMI -- A California judge's decision to open a county's child welfare hearings earlier this year has energized a debate among advocates in other states about whether greater transparency helps or harms the young victims appearing in family court.

In nearly 20 states, including Texas, New York, Florida and Illinois, those hearings are usually open to the public and there is a push among child welfare advocates to open them in other states. Efforts to open the courts in California, Kentucky and the District of Columbia have garnered attention recently.

Proponents say transparency leads to better decisions by putting a spotlight on judges, exposes the blunders of child welfare workers and gives the public a better understanding of how the system works.

"Confidentiality has done more to protect the system than to protect the children in the system," said Michael Nash, chief presiding judge of Los Angeles County's children's court. He ruled in January that dependency hearings in his county will be open to the public unless there is proof the child will be harmed.

The longtime advocate of open courts was frustrated that fellow judges frequently sided with those who wanted to keep the hearings closed. Nash said decisions were made on an ad hoc basis. His order lays out a uniform process to follow when someone objects to opening the hearing.

But critics say children will be further traumatized by testifying about abuse in a courtroom full of strangers. The Children's Law Center of California, which represents most children in the Los Angeles County system, asked the state appeals court to overturn Nash's decision, but that move was rejected.

Executive Director Leslie Starr Heimov says it's unfair to compare states that have open hearings with California because children don't have a legal right to attend hearings in many states. More than 200 children attend hearings every day at the Los Angeles courthouse.

"It's difficult and it's painful and they're in the system through no fault of their own and to create a system where there's forced to endure more pain, that's harmful," Heimov said.

Family courts have opened gradually since the early 1980s, beginning with Oregon. An advocate for child welfare reform says that among the states that have followed suit, New York and Missouri's moves in the late 1990s were particularly significant. The change is usually spurred by a horrific child abuse case or a push from local media to gain access. The beating death of 6-year-old Elisa Izquierdo by her mother prompted the opening of New York family courts in 1997 and the passage of a state open-records law referred to as "Elisa's Law."

But the practice can vary by county or by judge, even in states that are presumed to be open. A New York Times reporter visited local courtrooms at random last year and found that many were closed with locked doors or hostile deputies.

Still, the reverse can be true in states that are generally closed. For example, courts in Alleghany County, Pa. were opened after a news outlet fought for access, but most of the state is still closed, said Richard Wexler, executive director of the National Coalition for Child Protection Reform in Virginia. No one has compiled national data on how counties treat the issue.

Kentucky Rep. Susan Westrom filed a bill for the third time in March that would open courts under a pilot program. The bill passed the House, but died in the Senate.

"Social workers were identified as falsifying records and lying in court, and I heard horror stories from family court judges. The lack of transparency has harmed far too many families and children in Kentucky," Westrom said.

Among several recent efforts in California was legislation proposing a pilot program to open courts in a few counties. It died in committee last year.

Activist Gail Helms has fought for open courts in California since her 2-year-old grandson Lance was beaten to death by his father in 1995, shortly after the man was awarded custody despite a history of drug use. The boy's father was sentenced to 25 years in prison for second-degree murder.

She said public court proceedings would have exposed holes in the child welfare system and put pressure on the judge to take her son's drug use and criminal history more seriously. Spurred by the case, lawmakers eventually changed state child welfare laws to make it harder for abusive parents to regain custody.

"They need to have someone in there to monitor and see what goes on in those courtrooms," said Helms, whose efforts have included protests and remarks at public forums.

Wexler said that despite some initial protest when hearings are opened, no state has reclosed them.

"In every state there are lots of people worried and upset that courts are going to be opened and then a few years later everybody forgets the courts were ever closed. The disasters that everybody worried about never happened and there is a modest uptick in attention. It's constructive," said Matt Fraidin, a law professor at the University of the District of Columbia. Lawyers in Michigan, Missouri, Kansas, Oregon, and Utah told Fraidin no problems have been reported since opening courtrooms there.

But former California foster youth Michael Bowen Dural said that opening dependency court may solve some problems, but it creates others ? such as compromising children's privacy. The change also doesn't affect other problems in the system such as social workers having too many cases, said Bowen Dural, who entered foster youth at birth when he was taken from his drug-addicted mother and stayed in the system until he turned 18.

"The laws should include you in deciding whether you want it open or not because every foster kid is at a different point in their life and at a different comfort level with some of the things that are discussed in court," said Dural, 24. He now works in the housing department for the L.A. County Department of Children and Family.

(AP) ? President Barack Obama is paying tribute to the nation's fallen warriors on Memorial Day, attending a ceremony at Arlington National Cemetery and honoring those who died during the Vietnam War.

The president was to participate in a wreath-laying ceremony at the Tomb of the Unknowns at Arlington National Cemetery near Washington, and then commemorate the 50th anniversary of the Vietnam War at the Vietnam Veterans Memorial.

In an election year, Obama has touted his work to bring U.S. combat troops home from Iraq and wind down the conflict in Afghanistan. Before military audiences and in a campaign ad released last week, he credits U.S. servicemen who helped in the raid that killed Osama bin Laden.

With so many troops returning home from their service, Obama says the U.S. needs to return the favor.

"We have to serve them and their families as well as they have served us," Obama said in his weekly radio and Internet address. "By making sure that they get the health care and benefits they need; by caring for our wounded warriors and supporting our military families; and by giving veterans the chance to go to college, find a good job and enjoy the freedom that they risked everything to protect."

The White House said the gathering at the Vietnam Veterans Memorial War would mark the beginning of a 13-year program to honor those who served during the Vietnam War.

Republican Mitt Romney was scheduled to appear Monday with Arizona Sen. John McCain, the 2008 GOP nominee, in San Diego, home to a large number of military personnel and veterans. Romney has made the case that too many veterans are returning home to poor job prospects, casting blame on Obama's economic policies.

A Bureau of Labor Statistics report in March found that 12.1 percent of U.S. Armed Forces veterans who served on active duty after September 2001 were unemployed in 2011. The unemployment rate for all veterans was 8.3 percent.

Veterans could play a significant role in the 2012 election. Exit polls in 2008 showed that Obama was supported by about 44 percent of voters who said they served in the military, while 54 percent voted for McCain, a former Navy pilot who was a prisoner of war for more than five years during the Vietnam War.

A poll released Monday by Gallup found that 58 percent of veterans support Romney and 34 percent back Obama. The results were based on a sample of 3,327 veterans who are registered voters and had a margin of error of 2 percentage points.

Several closely watched states in the election have large blocs of military voters. Florida, home to several military installations, has more than 1.6 million veterans, according to the Veterans Administration. Pennsylvania has nearly 1 million veterans, while Virginia and North Carolina each have about 800,000 veterans living in their states.

The president and first lady Michelle Obama started the day with a breakfast at the White House for families who have lost loved ones in combat.

    The initial deadline for applications for Media School courses is 15 March 2012. If the required number of scholarships have not been awarded by this deadline a further deadline of 30 June 2012 will apply.

    You can apply at the same time that you submit your UCAS application or any time after. Late applications may be considered if all scholarships have not been awarded by the deadline.

    Please note that all scholarship application forms must be returned to the address below and not to UCAS.

    When will I hear if I have been successful?
    Although we may contact you with a decision in principle based on your scholarship application form, your award will not be formally approved until you hold an unconditional firm offer.
