ABC, CBS, NBC, Fox News Channel, PBS and C-SPAN are live streaming the convention online pretty much from start to finish, besides what is being offered on television. ABC News' online feed will mimic a television newscast for three hours prior to the network coming on the air. Bloomberg will stream economy-focused panel discussions that it holds with convention figures. PBS is stationing live webcams at the convention halls and surrounding areas. NBC News will host "hangouts" with some of its correspondents on Google Plus. C-SPAN's TV and online coverage is commentary-free.

The activity reverses a decades-long trend of television networks compressing coverage on the theory that the conventions have become stage-managed events largely free of news.

Yet they are important to candidates, offering the best filter-free way to reach the public along with the presidential debates. For three nights over two weeks in 2008, more than 40 million people watched convention speeches by candidates Barack Obama, John McCain and Sarah Palin on television.

Twitter and Facebook were barely a speck on the horizon in 2008. Their growing influence speaks directly to the reasons people follow big events: Asked by Pew two years ago why they keep up with the news, the largest percentage of Americans ? 72 percent ? said it was because they enjoy talking with friends and family about what is going on.

Rick Perry in a December debate, it was barely noticed at the debate hall, but exploded on Twitter and influenced ABC's decision to emphasize it in debate sum-up, said Marc Burstein, senior executive producer at ABC News in charge of convention coverage.

The challenge for networks comes in harnessing social media for effective use in their coverage.

"I can't say anybody has found the secret sauce yet but there's a lot of great experimenting going on," said Mark Lukasiewicz, producer in charge of NBC's convention coverage. "One of the fantastic things about this is you do get real-time feedback about what you do on the air."

NBC is trying several different approaches, including flashing Twitter messages at the bottom of its TV screen, setting up several hashtags to gather tweets and give both viewers and correspondents a destination to share thoughts, streaming speeches on Facebook and hiring a company to measure the sentiment of online commentary.

ABC, by contrast, is keeping its social media plans quiet in advance.

"You'd be a fool to ignore social media," Burstein said, "and we don't plan to do so."

Current TV is trying a bold new approach, devoting half of its screen to a real-time Twitter feed divided into dozens of categories. Viewers can see what mainstream media figures are tweeting, what politicos attached to Obama or Romney are saying, and even voters in key swing states. The tweets will take up more screen space than pictures from the convention or commentators like Al Gore.

On TV, Current producers choose the Twitter feeds that run on the air. Online, viewers can choose what feeds to follow.

"There's a swirl of conversation going on right now in the country, and TV has never found a way to tap into it," said David Bohrman, who runs Current.

The different online approaches also speak to the spirit of experimentation. NBC is offering an unadorned gavel-to-gavel feed because it is also providing a network summary (except for Wednesday, Sept. 5, when it is pre-empted by a football game) and full nights of coverage anchored by the left-leaning anchor team on MSNBC. CBS is preparing online specials for both directly before and after its television coverage, the latter anchored by Scott Pelley. PBS will have presidential historians on hand for analysis of convention speeches.

The online specials allow CBS a chance to reach an audience that doesn't normally follow the network regularly, said Susan Zirinsky, who is producing the network's coverage.

"It affords us an opportunity on exciting new platforms to spread our original reporting, our seasoned veterans and coverage that can give you a wide perspective," she said. "I think that's way cool."

Lead anchors on the network coverage include Pelley on CBS, Brian Williams on NBC, and Diane Sawyer and George Stephanopoulos on ABC. The Republicans meet next week in Tampa, with the Democrats meeting the following week in Charlotte.

With the dynamic media landscape, the media's long-held role as agenda-setters is changing, too. The convention coverage will be much watched to see who can best take advantage of them and rule a world where tablets, smartphones and laptops are as much a part of many people's big-event experience as flat-screen TVs.

"I have five screens at my desk right now," Lukasiewicz said. "That's kind of where I max out."

11-mile stretch of Mississippi River closed

MEMPHIS, Tenn. (AP) ? Nearly 100 boats and barges were waiting for passage Monday along an 11-mile stretch of the Mississippi River that has been closed due to low water levels, the U.S. Coast Guard said.

New Orleans-based Coast Guard spokesman Ryan Tippets said the stretch of river near Greenville, Miss., has been closed intermittently since Aug. 11, when a vessel ran aground.

Tippets said the area is currently being surveyed for dredging and a Coast Guard boat is replacing eight navigation markers. He says 40 northbound vessels and 57 southbound vessels were stranded and waiting for passage Monday afternoon.

Tippets said it is not immediately clear when the river will re-open. A stretch of river near Greenville was also closed in 1988 due to low water levels caused by severe drought. The river hit a record low on the Memphis gauge that year.

The Mississippi River from Illinois to Louisiana has seen water levels plummet due to drought conditions in the past three months. Near Memphis, the river level was more than 12 feet lower than normal for this time of year.

Maintaining the navigation channel is essential to keeping vessels from colliding or running aground. Thousands of tons of material are shipped on the river each day.

The U.S. Army Corps of Engineers is using dredges to dig out sand and ensure the navigation channel is deep enough for barges loaded with coal, steel, agricultural products and other goods. The corps is required to provide a minimum navigation channel that is 9 feet deep and 300 feet wide on the lower Mississippi River.

Shippers who move material up and down the river on a daily basis have complained that the shallow river is forcing them to lighten the loads on their barges to avoid hitting bottom. Lighter loads mean less revenue for the shippers, who still have to deal with costs such as labor and fuel.

Also, low water at docks and terminals makes it more difficult to load or unload material, as ships have trouble getting close enough to docks.

Just north of downtown Memphis on Friday, the dredge Hurley was cutting a 2,000-foot swath of river bottom to ensure that the channel is safe for vessels. The dredge is referred to as a dustpan, which means it uses a vacuum-like suction to suck up sand from the river bottom, said its captain, Frank Segree.

The Hurley can dredge to a depth of 75 feet and can remove up to 5,000 cubic yards of sediment per hour. That's enough to fill about 68 backyard swimming pools in one hour.

After the sand is removed, it is then pushed through a 1,200 foot pipeline that deposits it on the banks of the river. For safety's sake, the dredge tries to make the channel deeper than the required 9-foot mark whenever possible, Segree said.

The 350-foot long dredge is powered by three 16-cylinder engines that generate 10,000 horsepower combined, yet the vessel was moving just .12 miles per hour as it slowly removed the sand from the channel.

Before dredging begins, a survey crew checks the river bottom to see where the more shallow banks and shoals are located. After digging in one location, the survey crew and the dredge move on to another trouble spot.

"We're hitting the high spots, then getting out of the way," Segree said, adding that this has been his busiest year for dredging in the 20 years he has been with the Corps.

The river level in Memphis was minus-8.5 feet on Friday, according to the Corps of Engineers. The "minus" reading does not mean the river is dried up ? it's just a measurement based on how the Memphis river gauge is designed. Essentially, the reading means the river level is far below normal.

The record for the lowest measured water level for the Mississippi River near Memphis is minus-10.7 feet, in 1988. The Corps has said the river is not expected to reach record lows.

Segree said four dredges are currently working from St. Louis to Vicksburg, Miss., performing a job that is essential to U.S. industry but is hardly noticed by the general public.

"If we lose the river system it's just like losing the interstate highway system," Segree said. "Commerce is a vital part of our nation. This is a main artery for commerce."

LAHORE:?Cellular and data services were blocked in some parts of the country, including Karachi, Islamabad, Lahore, Quetta and Multan, Express News reported on Sunday.

A letter issued to Pakistan Telecommunication Authority by the Ministry of Interior, directed cellular service providers to block services from 12:00 am tonight to Monday 11:00am.

According to reports on social media, Mobilink, Warid, Telenor, Ufone and Zong have blocked services.

Earlier, in an attempt to ensure security during the celebrations of Eidul Fitr, ?cellular service providers in Pakistan had been told by the Ministry of Interior that they may be asked to immediately stop services in certain areas of the country between August 19 to August 20.

According to a letter issued by the ministry?s National Crisis Management Cell to the CEOs of the companies, the authority aimed to cut off communication capabilities of miscreants and terrorists to foil their plans.

The companies have been alerted beforehand so that action can be taken promptly, the letter stated.

Earlier, the Government of Balochistan had blocked cell phone services in Quetta and its surrounding areas on Independence Day in light of the security situation in the province.

The US embassy in Islamabad had also issued a notice to its citizens in the country to be careful during Eidul Fitr as it senses potential attacks from militant and sectarian groups present in the country.

Assange berates United States from Ecuador embassy balcony

LONDON (Reuters) - WikiLeaks founder Julian Assange berated the United States on Sunday from the balcony of the Ecuadorean embassy where he has sought refuge from arrest, challenging President Barack Obama to end what he called a witch-hunt against his whistle-blowing website.

Speaking from within the London mission to avoid being detained by British police who want to extradite him to Sweden for questioning over rape allegations, Assange said the United States was fighting a war against outlets like WikiLeaks.

Pitching himself alongside Russian punk band Pussy Riot and the New York Times newspaper, Assange said the United States risked shunting the world into an era of journalistic oppression. He did not mention the rape allegations.

"As WikiLeaks stands under threat, so does the freedom of expression and the health of all of our societies," Assange said, dressed in a maroon tie and blue shirt, flanked by the yellow, blue and red Ecuadorean flag with dozens of British policemen lined up on the pavement below.

"I ask President Obama to do the right thing: the United States must renounce its witch-hunt against WikiLeaks," Assange said in a 10-minute speech which he ended with two thumbs up to the world's media.

Ecuadorean President Rafael Correa, a self-declared enemy of "corrupt" media and U.S. "imperialism", granted the former computer hacker political asylum last week, deepening a diplomatic standoff with Britain and Sweden.

Asylum in Ecuador marked the latest twist in a tumultuous journey for Assange since he incensed the United States and its allies by using his WikiLeaks website to leak hundreds of thousands of secret U.S. diplomatic and military cables in 2010, disclosures that often embarrassed Washington.

Assange, 41, took sanctuary in the embassy in June, jumping bail after exhausting appeals in British courts against extradition to Sweden, where he is wanted in Sweden for questioning regarding allegations of rape and sexual assault against two women.

He says he fears Sweden will eventually hand him over to the United States where, in his view, he would face persecution and long-term imprisonment. The United States says it is not involved in the matter.

'WITCH-HUNT'?

To allow Assange to avoid arrest by stepping outside the embassy, a balcony door on an upper floor was removed, leading up to his first public appearance since seeking refuge in the diplomatic mission.

Despite having to stomach the apparent defiance of Assange scolding the world's superpower from a balcony in its capital, Britain's Foreign Office refused comment.

Speaking behind the condor of the Ecuadorean coat of arms on the white balcony railing of the embassy, Assange thanked Correa and Ecuador's diplomats, whom he praised for standing up against oppression.

"The sun came up on a different world and a courageous Latin American nation took a stand for justice," Assange, with cropped hair indicating a recent cut, said from the balcony.

Assange's attempt to escape extradition has touched off a diplomatic tussle between Britain and Ecuador, which accused London of threatening to raid its embassy and casting the dispute as an arrogant European power treating a Latin American nation like a colony.

Assange, who praised a dozen Latin American countries which he said had rallied against Britain in the dispute, said the United States was at a turning point which could drag the rest of the world into a new oppressive era.

He said U.S. army intelligence analyst Bradley Manning, accused of the largest leak of classified documents in U.S. history to WikiLeaks, was a hero who should be released by the United States.

Manning faces life in prison if convicted.

"If Bradley Manning did as he is accused, he is a hero and an example to all of us and one of the world's foremost political prisoners," said Assange. "Bradley Manning must be released."

'FIGHTING SPIRIT'

More than 50 of Assange supporters, many of whom have slept on sheets of cardboard outside the building since Wednesday, decorated barriers with messages of support for Assange and placards reading "asylum - end the witch hunt".

"They are not treating him fairly," said Chantal, 28, a French pro-WikiLeaks blogger who had traveled overnight with a friend from near Paris in the hope of seeing Assange speak.

"Great Britain has shown it doesn't respect human rights - political asylum is a right which should be respected by all countries," she said. She refused to give her surname.

There was also a large crowd of curious passersby and bemused shoppers with bags from the ritzy Harrods store nearby watching the proceedings from across the street.

"Julian Assange is in fighting spirit," Baltasar Garzon, a Spanish jurist and prominent human rights investigator who heads Assange's legal team, told reporters outside the embassy.

"He is thankful to the people of Ecuador and to President Correa for granting him asylum," said Garzon.

Britain says the dispute is about its legal obligations and that Assange should be extradited to Sweden. But Assange says he fears he will eventually be sent to the United States although Washington has so far kept its distance from the dispute.

Some used bare fists to smash in the windows of a white Honda Chinese police car as others rocked and pushed the car over to jubilant cheers. Others stomped on the overturned vehicles, screaming and waving the Chinese flag. Police arrested several protesters in Shenzhen after the demonstrations.

?The illegal behaviour of Japanese right-wingers has violated China?s territorial sovereignty,? China?s foreign ministry said in a statement, saying Beijing had lodged an official protest.

Tokyo and Beijing have been feuding for decades over the island chain, known as the Senkaku in Japan and the Diaoyu in China, near potentially huge maritime gas fields.

The country-wide demonstrations reflect lingering resentment among many Chinese over Japan?s World War Two occupation, with some in the crowds urging Beijing?s Communist Party leaders to stand up more to Tokyo.

?They should return the islands to us and apologise,? said a young man in the Shenzhen protest, as others around him, both young and old, brandished Chinese flags and banners demanding that Japan leave the islands.

Japanese news agency Kyodo said protesters numbered in the thousands in the cities of Shenzhen and Hangzhou and reported that groups of protesters had burned Japanese flags and had broken into Japanese restaurants.

In Guangzhou, hundreds protested outside the Japanese consulate, which was ringed by Chinese police and steel barricades.

Tensions flared last week after seven of a group of 14 Chinese activists slipped past Japan?s Coast Guard to land on one of the uninhabited isles and raised a Chinese flag.

Keen to avoid a rerun of a nasty feud that chilled economic and diplomatic ties in 2010, Japan deported the activists within days and Beijing?s response was relatively muted.

But the stand-off escalated again early on Sunday when 10 members o f a group of more than 100 Japanese nationalists who had sailed to the island chain swam ashore to one of the islets and waved Japanese flags.

Three Japanese Coast Guard vessels were nearby, a Reuters TV journalist on board one of the boats said.

?I was hoping that someone with a real sense of Japanese spirit and courage would go and land and raise the flag, I just feel they?ve done a good job,? said Kazuko Uematsu, a local lawmaker from Shizuoka Prefecture wh o was part of the flotilla.

"Don't mess around"

The activists later swam back to their boats and were being questioned by Japanese customs officials.

Japan?s government had denied the group permission to land on the islands, which it leases from private Japanese citizens.

?This is a way of saying to not mess around,? Toshio Tamogami, a leader of the Japanese group, said before the flotilla set sail on Saturday. ?We hope to convey ... both to China and the Japanese people that the Senkaku are our territory,? Tamogami said.

The flotilla included several members of parliament and local lawmakers.

The last major spate of anti-Japanese protests in China took place in 2010, after Japan arrested the captain of a fishing boat after it collided with Japanese Coast Guard ships near the Diaoyu islands.

The latest dispute has parallels with Beijing?s other recent tangles with Southeast Asian countries over rival territorial claims in the South China Sea.

China?s expanding naval reach has stoked worries it could brandish its military might to get its way.

The Sino-Japanese row has intensified in recent months since the nationalist governor of Tokyo proposed that the Tokyo Metropolitan Government buy the isles, prompting the central government to make its own bid to purchase them instead.

Japan?s ties with South Korea, where resentment over its 1910-1945 colonisation remains, have also frayed since South Korean President Lee Myung-bak visited an uninhabited island claimed by both countries.

About 30 South Koreans held a ceremony on Sunday to unveil a monument on one of the barely inhabited islands, which are known as Dokdo in South Korea and as Takeshima in Japan.

The 1.2-metre tall monument is engraved with the Korean word for ?Dokdo? on the front and ?Republic of Korea? in Lee?s handwriting on the back.

His ratings in tatters ahead of an election that may come soon, Japanese Prime Minister Yoshihiko Noda faces domestic pressure to take a tough stance with Japan?s neighbours over the island disputes.

This is despite deep economic links and efforts by Seoul and Tokyo, both close U.S. allies, to forge closer security ties.

New Syria envoy says all conflicts can be solved

UNITED NATIONS (AP) ? After two decades as a diplomatic troubleshooter in hotspots from Afghanistan to Iraq, Lakhdar Brahimi firmly believes that every conflict can be solved.

That conviction will be put to the test in his new job as the joint United Nations-Arab League special envoy charged with trying to succeed where his former boss Kofi Annan failed ? bringing an end to the 18-month conflict in Syria.

"I think his biggest challenge is convincing the international community to intervene and end this ? whatever it takes, because non-intervention has a much higher cost than intervention," Nadim Shehadi, a Middle East expert at London's Chatham House think tank, said in a telephone interview Friday. "Leaving this to go on is going to create more sectarianism, more extremism and more spillover to the region, and the Assad regime is capable of anything to stay in power."

Brahimi brings a unique background and a wealth of experience to a task that many leaders and pundits have written off as impossible.

He was a freedom fighter in his native Algeria, drifted into diplomacy after his country's independence from France in 1962, became undersecretary-general of the Arab League from 1984-1991, and returned to Algeria as foreign minister from 1991-1993.

In 1994, Brahimi took his diplomatic skills to the United Nations, taking on key assignments in South Africa, Haiti, Afghanistan during and after the Taliban rule, and Iraq after Saddam Hussein's ouster. He chaired a panel that examined U.N. failures in Rwanda's genocide and the massacre at Srebrenica during the Bosnian war, and recommended a major overhaul of U.N. peacemaking efforts and peacekeeping operations.

Reflecting on his 20 years spent trying to make peace, Brahimi acknowledged in a speech in 2010 that conflicts are terrible and difficult and the cause or the result of problems that need to be solved.

Nonetheless, he added, "I still believe very, very strongly that there is no conflict that cannot be solved."

"We, people, make these problems," Brahimi told the Skoll World Forum on Social Entrepreneurship in Oxford, England. "And we should be able to solve them. We can solve them."

Brahimi said he also learned that in dealing with conflicts "obviously you see a lot of wickedness, a lot of cruelty, a lot of injustice, but you also come across a lot of kindness, a lot of courage, and a lot of forgiveness, and that makes up for it."

He recalled that when former U.S. Senator George Mitchell accepted the job as President Barack Obama's special envoy to the Middle East in 2009, Mitchell said, "you live 800 days of frustration for one day of satisfaction."

During his years at the Arab League, Brahimi served as the organization's special envoy trying to mediate an end to Lebanon's civil war. There were several failed attempts to end the fighting, he said, but finally on Sept. 24, 1989, "we clinched a cease-fire" that looked like it would hold ? and it did, leading to the Taif agreement that ended the 15-year conflict.

"These kinds of satisfactions are the things that one works for," Brahimi said.

Brahimi officially retired in 2005, though he remains active as a lecturer and participant in several non-profit organizations focusing on global affairs. He has taken on special assignments including heading a U.N. panel that investigated the December 2007 bombing of U.N. headquarters in Algiers. He is also a member of The Elders, the international group of prominent statesmen founded by Nelson Mandela that has been speaking out on major issues.

Now 78, the tall, grey-haired diplomat will be stepping into the job held by Annan, a close friend who as U.N. secretary-general sent him to Afghanistan twice, then to Iraq, and then brought him to New York as a special adviser and undersecretary-general in 2004-2005.

Brahimi knows the Mideast and its key players well and speaks Arabic, French and English fluently.

His years spent trying to end Lebanon's civil war put him in close contact with Syria, which for years maintained a strong military presence in Lebanon even though the Taif agreement called for an eventual withdrawal of Syrian forces. Brahimi was also in a key Arab League position when Syria made its dramatic decision in 1990 to participate in the U.S.-led coalition that routed Saddam Hussein's forces from Kuwait in the first Gulf War.

Shehadi, of the Chatham House think tank, said Brahimi's past dealings with the ruling Assad family in Syria in the 1980s means "they won't be able to fool him" as they did others with "games" to try to gain time and make the regime look good.

Shehadi said a diplomatic solution must come from the West, not an internal Syrian dialogue that is part of Annan's six-point peace plan, "and the best possible scenario would be an international agreement which would involve the Russians, who would step in and tell Assad clearly that the game is over."

Brahimi gave some clues on how he might try to end the intensifying Syria conflict in the 2010 speech, in which he stressed the importance of trying to find common ground between the parties ? and "there is always a little bit of common ground, even if it's a few inches" ? and then looking for larger areas of agreement that can lead to an end of the conflict.

In Afghanistan, he played a major role in installing a new government following the rout of the Taliban by U.S.-led forces in 2001. He co-chaired the first U.N.-sponsored meeting of world leaders and Afghan groups in Bonn, Germany that agreed on a blueprint for a political transition ? a possible model for Syria if Bashar Assad falls from power.

In Iraq, he also helped choose an interim government in 2004.

Brahimi has stressed repeatedly that every conflict is different.

Last week, he gave another clue about what needs to be done in Syria.

The Elders issued a statement urging all parties in Syria, and all those in the international community who can influence the outcome of the crisis, to work together toward a Syrian-led solution to end the bloodshed "and move the country away from the abyss."

Brahimi added his own statement calling on Syrians to come together "in the quest of a new formula" so they can live together peacefully without fear or reprisals. And he urged world and regional leaders to end their divisions and unite to ensure that a political transition can take place as soon as possible.

He reiterated in an interview with The Associated Press in Paris on Friday that "the first challenge is to see the killing stop."

Asked whether military intervention is on the horizon, he said, "I hope not."

"I am a mediator," Brahimi stressed. "Speaking of the military option is already recognizing failure."
